The main idea of distance learning system is to create an
educational and information environment, which would include computer
sources of information, video and audio collection, books and textbooks.
Such educational environment gives a unique opportunity of gaining knowledge
both independently and with the help of teachers. Courses do not have
time limits and directly depend only on listeners' capabilities. In this
connection we worked out the methods of conduction of seminars. It was
offered to divide the educational process into several parts in the following
consecution: a preliminary seminar, face to face seminar, post seminar.
It gives an opportunity to teach the Hesed workers at all times.
The aim of the distance learning introduction into the work
of Hasadim is to raise the level of workers' skills and make face to face
seminars more effective. The introduction has started on June 10, 2003.
The first service, covered by the distance learning system was Medical
program.
A preliminary seminar for Medical program was a preparatory
stage of the face to face seminar, conducted in Almaty on July 15-17,
2003. The heads of Hesed medical programs had to analyze their work -
a distribution of medicines - in accordance with the offered suggestions.
While holding a seminar we used a distance learning system, involving
communication through e-mail and fax. 11 Hasadim took part in the work
of the seminar.
The heads of medical programs were offered 4 tasks. The structure
of those tasks allowed them to answer stage by stage such question as
whether JDC Guidelines are used in the process of working out the criteria
for medicine distribution? The answers were checked by Sima Branovitch,
the head of Medical programs for Almaty. The heads of medical programs
worked individually with every person.
I would like to emphasize the fact that the preliminary seminar
promoted the rise of the participants' activity and their readiness to
work.

A positive point of the work done is an opportunity to teach
newly accepted heads of medical programs. There was a change of four of
11 heads of medical programs, who participated in the previous face to
face seminar (Nina Logacheva/Astana/ did not participated in the last
seminar; Klimenko Irina/Pavlodar/, Ludmila Guselnikova/Petropavlovsk,
Natalya Maradudina/ Aktobe - once again became the heads of medical programs).
It comprises 33 per cent from the total number of participants of preliminary
seminar. Such learning system is considered to be an effective one, taking
into consideration the fact that a succession in work is to be desired.
There is one more reason for the system to be considered very effective
-we can't always achieve a 100 per cent attendance of the face to face
seminar, as well as its effectiveness is also explained by the fact that
in the process of seminars we can analyze the work, make some amendments,
improve our knowledge gained at the face to face seminar.
For better understanding the information, given at the face
to face seminar we decided to conduct a post seminar on medical programs.
The face to face seminar showed that when disturbing medicines major heads
of medical programs do not stick to the criteria, offered by "Joint".
To decide the problem, we composed the tasks, which could allow to check
the right use of criteria as well as to help the medical program workers
to turn to the rules of their work in medical program.
All the Hasadim were included in the work. And at once it
was found out that there was a change of heads of medical programs in
three Hasadim.

Work with new staff demonstrated the insufficient continuity in work and
the necessity in teaching of new workers. To decide this problem the newly
appointed heads of medical programs were offered to prepare the material
for a face to face and preliminary seminar. For comfortable work with
the given tasks, the whole material of the face to face seminar was put
on the website www.mitsva.kz. It allowed the new workers to work without
big problems.
The analysis of conducted seminars shows that a successful
work needs personnel's skills in working with computers and using Internet
and e-mail.
