With a finding of independence in Kazakhstan there were cardinal changes and in sphere of the religious relations. After disintegration of the Soviet Union questions of filling of the formed ideological vacuum, necessity of search of values and ideas, which could ensure the spiritual consent in a society, became more critical.
Thus, the ideas of religious associations became more claimed. Characterizing the current circumstances, the President of the country Nursultan Nazarbayev has noted: "When the ideal of the state or national unity is in crisis by virtue of a number of the reasons, on arena of political or public life comes out the religion as spiritual idea, rallying everybody".
According to the Constitution of 1995 Republic of Kazakhstan has proclaimed itself as the legal, social, secular state. All further processes, proceeding in religious sphere were conducted in this channel. At the same time, the elected democratic way of development has ratified in the country principles of freedom of conscience and creed.
It has found the reflection in the Law of Republic of Kazakhstan "About freedom of creed and religious associations", accepted in 1992. The law gives each citizen of the country the right of a free choice of religion.
Today in conditions, when in the world the cases of occurrence of the conflicts connected to religious questions are frequent of Kazakhstan on the example could prove an opportunity of an establishment of interconfessional consent and world. Due to this it is became possible to realize in our country such high level forum as Congress of the leaders of world and traditional religions.
In September of the current year in Astana will begin working the second congress. Questions, which will be risen during its work, are urgent for all world community. The interreligious dialogue renders the essential influence on the relations between the states, between the people and peoples.
The realities of today put forward the new requirements. Kazakhstan can not remain away from peculiar to modernity, process of globalization. Therefore, not lagging behind from the international tendencies of development, for us it is extremely important to keep spiritual values of the people, to transfer rich property of the present to the future generations.
With this purpose, we choose some basic problems, concerning to our theme:
First, only constructive dialogue can become a guarantee of our spiritual unity. Such is the basic conclusion and of our conference. Therefore, the rendering of all possible support to policy of the state in this area is one of priority tasks.
The unification of all Kazakhstanians, formation of a civil society according to the Constitution becomes a basis of this dialogue;
Secondly, it is necessary to strengthen and to improve such system of mutual relationships, which is peculiar to the secular state. It is very important to develop the confidential relations between the state and religious associations
Thus providing strict observance of the laws of Republic.
We consider that for Kazakhstan located on a joint of civilizations and world religions it is the only correct way;
Thirdly, important meaning religion has in formation of Kazakhstan as strong state. Only through understanding it we can find effective ways on regulation of questions connected to religious problems.
In modern conditions of dynamical development of a society, information technologies, when are as much as possible provided freedom of conscience and creed, influence of religion on education of growing up generation on spiritual development of the person will certainly grow. Therefore, we consider realization of the analysis of activity of religious associations and missionary organizations to be important. In case of need it is necessary to lead more strict expert examination on those or other trends bearing potential threat to the future of the country and to undertake the appropriate measures. It is important to adjust system, where the reasons, rather than - will be eradicated to struggle with consequences;
In- fourth, we regard necessary to pay the special attention to questions of illumination of a religious problematic in mass media and communications. Alongside with it, one of effectual measures on propagation of religious tolerance and consent would become wider representation of the given subjects in the list of the state social order for MASS-MEDIA, irrespective of patterns of property;
In - fifth, it is expedient to consider the problem on introduction in institutions of education of discipline "religious study". At that time, remain actual questions of preparation of the appropriate staff;
In - sixth, in view of above-stated and modern requirements ripened the necessity of perfection of the legislation in the field of religion.
To protect the consent and world, to serve in the boon of the country - is a duty of each citizen of Kazakhstan. It is a huge task, which without dependence from religious, social or other belonging imposes the large responsibility on all of us!
